Police rushed to the scene after passers by raised the alarm in the middle of the day on Tuesday this week.
When they arrived at the car park in Norfolk, Virginia, police claimed she was trying to have sex with an unconscious man lying on his back in the shopping centre car park.
Kimberly Jackson, 36, was arrested and later charged with being drunk in public, WTKR reported.
It was later revealed the man was her boyfriend Earl Palmer and he said he had passed out from drinking.
Jackson told news channel WTKR: "I was in the mood, and that's basically what happened."
He said: "I'm here trying to clear her name and let them know I consented to that, I just didn't finish the job as you could say."
