The minister for Kampala capital city authority, KCCA Hon. Betty Kamya has moved to seek an amendment in the authority act to clearly spell responsibilities of key authority leaders to avoid further clashes.

Kamya’s move comes a day after she engaged in a hot exchange with the Lord Mayor Erias Lukwago during their appearance before the presidency committee of parliament.

Clashes at city hall have been an order of the day with the Lord Mayor Erias Lukwago claiming he is the political head yet the Executive Director Jenifer Musisi and the minister interfere with his work.

He was forced out of the same office amid his term as Lord Mayor after he failed to carry out his elective responsibilities and turned to fighting other authority leaders, and this is one of the reasons Kamya wants the law amended so he can go where he belongs.

Yesterday, the minister told a committee of no nonsense legislators that she had summoned the Lord Mayor to her office thrice to prepare for the meeting but he vowed never to step in her office.

Lukwago believes a minister is under his feet and has no right to summon him, this caused chaos leading to their being thrown out of the committee meeting.

Kamya told the press in Kampala this morning that; “The so called conflict between key players in KCCA is not personal. I want people to understand that it is because of the law. The law was structured in such a way that it sets the players to step on each others’ toes. My responsibility as minister is to make sure that the law is amended so that each one’s jurisdiction is clear.”

According to Kamya, the minister is in charge of all activities at the authority.

“Among the powers of the minister is the power to give general directives on policy and that such directives will be complied with by the authority.”

This puts the minister in charge of Kampala at the top of the leadership, contrary to Lukwago’s claim that he is the head of the authority.
