Former Rubirizi Human Resource Officer convicted after pleading guilty to causing financial loss

The Rubirizi principal human resource officer Doreen Tusiime who was interdicted for causing financial loss to the government has been convicted by Joan Aciro the Chief Magistrate of the Anti-Corruption Court, after pleading guilty.

The Rubirizi principal human resource officer Doreen Tusiime who was interdicted for causing financial loss to the government has been convicted by Joan Aciro the Chief Magistrate of the Anti-Corruption Court, after pleading guilty.

The convict who had been prepared to defend herself lost hope when she saw the large number of state witnesses who had turned up to testify against her and decided not fight, so she admitted to committing the crimes as charged. 

During a special court session on Tuesday that was organized at Rubirizi magistrates Court, Tusiime, pleaded guilty to the charges and was convicted.

She was accused of causing financial loss of over 19 Million shillings to the government through paying excess salaries to primary school teachers and later ask them to refund the money to her and also putting her own Sister Mercy Mpeirwe as a ghost employee on the payroll of Rubirizi district. 

The former HRM was convicted to a sentence of either serve two years in Prison or pay a fine of two million shillings and also banned from occupying public office for ten years.

Tusiime was also asked to refund the over 19 million shillings she was accused of causing financial loss to the government. Rodgers Kinobe the State Prosecutor says that Tusiime chose to plead guilty after seeing a huge number of state witnesses appear in court ready to testify against her.

Fredrick Okech, the Mbarara regional inspector shortly after the conviction said that this will serve as message to the public servants to stop corruption noting that they will be caught one day and pay for their misdeeds. 

Tusiime was arrested from Rubirizi district alongside her former Boss James Luyimba who was picked from Butembo District last year and accused of abuse of office, embezzling funds, and causing financial loss to the government.

Luyimbazi who was the then Chief Administrative officer Rubirizi district between 2019 and 2020 is accused of conniving with Tusiime, the principal human resource officer in charge of salaries and pensions to defraud the government.
