Francis Rwotlonyo the former Gulu Deputy Resident City Commissioner has officially returned an official government vehicle, nearly three weeks after being dropped in a reshuffle.

Rwotlonyo who was supposed to hand over the vehicle by March 31 had declined, claiming that he personally lobbied for the Mitsubishi Double Cabin Pickup vehicle registration UG 2359C.

President Museveni dropped him in last month’s reshuffle of Resident District Commissioners, City Commissioners, and their deputies and replaced him with Peter Banya, the former Jinja Deputy Resident City Commissioner.
However, Rwotlonyo handed over the vehicle today, in a ceremony presided by the Gulu Resident City Commissioner Jane Frances Okili. He also apologized for the delays to return the government asset. 

He however alleged he couldn’t hand over the office along with the moveable and immovable assets because of the death of former speaker of Parliament Jacob Oulanyah, adding that he had no ill intention of personalizing the vehicle despite lobbying for it at a time the office he assumed had no means of transport.

Gulu Resident City Commissioner Jane Frances Okili commended Rwotlonyo and promised to have a close working relationship with him.
His successor, Peter Banya requested more time before he can assume the office.
