According to daily monitor the Outgoing URA commissioner General Allen Kagina has advised leaders of organisations to shed off their bossy attitude if they are to transform their institutions.

Ms Kagina said she has been able to do it at Uganda Revenue Authority by eliminating unnecessary hierarchical levels.

“When I got this job (Commissioner General) 10 years ago, there were very many reporting levels and I realised they were destroying performance. We had to stop behaving like a bureaucratic enforcer and start operating like a business,” Ms Kagina said.

Ms Kagina was speaking at the 8th URA Open Minds Forum under the theme “the role of leadership in institutional transformation” in Kampala yesterday.

She said the role of leaders was to offer strategic guidance and perform a supervisory role as well as giving “power to people who make things happen”.

At the same meeting Gen Edward Katumba Wamala, the UPDF Chief of Defence Forces, said leaders should invest in human capital development and discipline, saying the Army was a good example of this.
