A delegation from Uganda Communications Commission-UCC was Wednesday turned away by the Human Rights Committee of parliament after they showed up without their Executive Director, Godfrey Mutabazi.

The committee invited UCC officials to respond to concerns raised by members on rights violation involving media and technology, privacy of individual data and blockage of digital services like internet.

Jennifer Egunyu Nantume’s Committee wrote to Mutabazi asking him to appear but was shocked that he was no show. He was rather represented by Fred Otunnu, the Director Cooperate Affairs in UCC.

An angry Abdulatiff Ssebagala, the Kawempe North Member of parliament wondered whether Otunnu would be competent enough to answer the queries, and suggested the Committee reschedules the meeting until when Mutabazi will be available.

The Bukooli Island MP, George Ouma Abott faulted Mutabazi for failure to notify the committee in writing about his absence and opposed to sending Otunnu with word of mouth.

Otunnu attempted to negotiate with the committee in vain to allow him present, saying he can ably represent the Executive Director.  Hon. Nantume asked the two man UCC delegation to return with the Executive Director.
