President Yoweri Museveni has urged the Ministry of Public Service to utilise the human resource churned out from the Uganda Management Institute in order to address the challenges of management instead of sourcing expatriates from abroad.
The President who is also the visitor of Uganda Management Institute, made the call today while officiating at the 16th graduation ceremony of the Institute.
A total of 2,704 graduands received their Doctorate Degrees, Masters, Post Graduate Diplomas, Diplomas and Certificates out of whom 1,340 were male and 1,364 female.
They were from UMI branches of Mbarara, Mbale and Gulu. The 3 PhD in Philosophy were awarded to Ms. Hilda Musubira, Gard Ruzaaza Ndaruhutse and Alfred Wamurubu.
Mr. Museveni, who commended the successive managers for adding value to UMI by imparting substance of knowledge to students as opposed to the colonial teaching of Civil Service procedures, urged officials from Public Service to ensure that the human resource produced from the Institute is recruited into the service instead of sourcing consultants from abroad.
“If graduands have all the skills of management of ideas and business, then why does the Civil Service get consultants from outside?’ he asked.
He asked the management of UMI to ensure that the whole spectrum of the management challenges are addressed in the courses offered at the Institute. He counselled them to include any missing elements in the disciplines offered. He told the congregation that the good name of the Institute, now known globally, must be protected.
“It must not be let down in any way. It must be valid and authentic reputation globally,” he stressed.
Mr. Museveni had earlier told the congregation that also included parents of the graduands, the concepts of proper management of business that has to start from the base, which is profitability.
He recalled the knowledge imparted to them during his school days of looking at the total revenue in one year that is put at the numerator as the denominator. He added that if the total costs are more than the total revenue, the figure will be less than one.
“When the 2 are in equilibrium, then the figure is one. That one will be called the break-even point,” he said.
President Museveni, however, pointed out that since the projects undertaken by officials take many years, it is important to know how to manage the serial costs and serial revenues.
“Once you manage those, then you add other skills like monitoring, recording, accountancy and accounting. Once you manage those tools, then you have solved one problem of management. You have solved the profitability of the project,” he told the cheering gathering.
President Museveni pledged to support the Institute with the proposed 2 phase of Estate Masters’ Development Plan (EMDP).
Ms. Geraldine Namirembe Bitamazire, the Chancellor of the Uganda Management Institute, assured President Museveni of the Institute’s support for government’s programmes. She thanked the Minister of Education and Sports Hon.. Janet Museveni for her support to the Institute.
