Former ministry of energy permanent secretary Kabagambe Kalisa is this morning appearing before the parliament’s committee on statutory authorities and state enterprises COSASE to explain his role in the infamous 6 billion presidential handshake.

42 government officials were rewarded for their alleged roles played during the case by Uganda against Heritage Oil in the UK.

This morning, Kalisa told the Abdu Katuntu committee that he never at any point solicited any reward from president Museveni as regards the issue.

He however admitted to attending a number of meetings but could not confirm if they were about the handshake. Kalisa says he received 60 million shillings, and only learnt of the handshake through an officer, who asked him to present his account to URA for payment.

Also appearing before the committee this morning are KCCA Executive Director Jennifer Musisi and Uganda national roads authority, UNRA Executive Director Allen Kagina who also received a lion’s share in this deal.
