Police mount hunt for Councilor who defiled P.5 girl in Kalungu district

Charles Mutebi, the Councilor representing Kalungu Rural sub-county, in Kalungu district is on the run after allegedly defiling a 14-year-old girl.    

Mutebi who is also the secretary for education defiled the girl who is in P.5, at his residence at Kaliiro village, Kaliiro parish-Kalungu Rural in September.   

The victim told police that the suspect tricked her to pick a container from the house to buy food for him from her mother’s restaurant. However, Mutebi allegedly locked the door and chloroformed her before proceeding to defile her.    

When she later gained consciousness, the victim was shocked to see her dress stained with blood and her private parts were hurting. Mutebi allegedly threatened to kill her if she reported him, forcing her to remain silent.  

However, the victim’s health deteriorated prompting her parents to take her to Villa Maria hospital in Masaka where she disclosed the councilor's gruesome act to the health workers and her parents.    

Baptista Ddungu, 40, the victim’s father lodged a complaint at Kalungu police station and a file CRB/284/2021 opened up for investigation.   

Unfortunately, the investigating Officer-Richard Tumukwasibwe, is said to have taken the matter lightly in spite of their constant pleas to bring the culprit to book.   

Mutebi reportedly approached the family, offering them 50,000 shillings to settle the case but they declined his bribe and continued pursuing for justice
This forced the frustrated parents to pitch camp at the district headquarters seeking the intervention of the district leaders for justice to prevail.    

According to Caleb Tukaikiriza, the Kalungu Resident District Commissioner, the accused councilor approached him over the matter saying the case was concocted by his political opponents to tarnish his name.   

Mutebi later disappeared and switched his known mobile lines off making it hard for the authorities to track him.     

Muhammad Nsubuga, the Southern Regional Police spokesman says they are hunting for the councilor who is currently on the run.
