The Kampala metropolitan police have commenced active investigations into the manner in which a group of suspected civilians used force against citizens in violation of their constitutional rights.

The Kampala metropolitan police have commenced active investigations into the manner in which a group of suspected civilians used force against citizens in violation of their constitutional rights.

Addressing the media at Naguru this morning, police spokesperson Fred Enanga says the goons infiltrated the police and that the video footages in support of the incident have been retrieved and several officers who participated in the operation including the D/RPC KMP South, recorded statements.

“We are now identifying suspected victims and calling upon them to come forward and record their statements. And if it is established that the officers assigned civilians duties or omitted to intervene during the assaults, they will definitely be held accountable,” Said Enanga.

The police mouth piece added that; “The incident provided all supervisors with more stringent mechanisms under which officers involved in overt operations and open surveillance are closely monitored and supervised, and to further ensure that all security are aligned with our core values and ethical standards.”

Enanga re assured the public that the incident is one fault line, where the police community relations had greatly improved that 5-10 years.

He added; “We meanwhile have information of plans by selected individuals and groups that are mobilizing on social media platforms under the heading “THE KIFEESI GOONS” to allegedly provide Rtd. Col. Dr. Kiiza Besigye with security on his way to Najjanankumbi for the FDC prayers tomorrow Tuesday, 19th April 2016.”

According to Enanga, the groups claim notifying police is unnecessary and they are rallying each other to carry whatever they can use to fight police including pangas, sticks, and knives (the Kasese style).

He however warns; “We want to warn those behind these evil plans against disruption of the prevailing peace and security in the greater Kampala area including the bodaboda riders, who create a menace often, assembling and riding alongside the Rtd. Dr. Kiiza Besigye’s car. They pose danger to other motorists, pedestrians and themselves in terms of congestion in the city centre.”
