The Parliamentary Committee on Appointments has met and vetted seven nominees for posts of justices of the High Court.

The Appointments Committee comprising 23 legislators was chaired by the house Speaker, Rt. Hon. Rebecca Kadaga, at the Parliament Building, on Monday, April 11, 2016.

According to the Parliament Rules of Procedure, the Committee on Appointments is “responsible for approving on behalf of Parliament, the appointment of persons nominated for appointment by the President under the Constitution.”

President Museveni nominated the judges, Zeija Flavian, Anne Mugenyi Bitature and Moses Kawumi Kazibwe. The others are Ketra Katunguka, Suzan Okalany, Ayuko Anthony Ojok and Stephen Mubiru in February this year to fill up vacancies created following the elevation of a number of senior judges to the Court of Appeal.

According to the Parliament Rules of Procedure, proceedings of the Appointments Committee are closed to both the public and the media.

Further, the Rules provide that the  Chairperson  of  the  Committee  shall  report to  the  House  any  appointment  approved  by  the Committee and the report shall not be subject to debate.

“The Speaker shall communicate to the President in writing within three working days after the decision of the Appointments Committee on any person nominated by the President for appointment,” the Rules of Procedure state
