Speaker of Parliament Rebecca Alitwala Kadaga has asked the State Minister for Internal Affairs James Baba to bring a statement to the house explaining why Besigye is under house arrest.

The development followed a heated argument by members attending today’s plenary, that Besigye should either be charged of let free.

The issue was raised by the Kitgum member of Parliament Beatrice Anywar who said Parliament is a voice for the voiceless, who in this case include the FDC leader.

She is concerned that since the elections, Besigye has been under house arrest and people are not allowed to visit him.

“This house should demand the removal of Police from Besigye’s house, for his house is not a prison.”

She was supported by hon. Cecilia Ogwal, who tasked minister Baba to tell the august house what law, Kiiza Besigye has broken by choosing to stay at home or go church.

the Lwemiyaga county MP, hon. Theodore Ssekikubo jumped in to say; “I will not stand for anyone that abuses one's rights, even Besigye has broken any law, he should be charged.”

He demanded that if the minister for internal Affairs says the opposition iron man has broken the law, government should charge him.

In his response, Minister Baba said that so long as there is a campaign for defiance, the Police have every right to take measures to safeguard the country.

He argued; “Under the police Act, you don't have to have broken any law to be placed under preventive arrest.”
