Solomon Silwany has stunned the leader of opposition in Parliament Wafula Ogutu to win the Bukooli Central parliamentary race.

Phillip Wafula Oguttu, 63, a Ugandan journalist and politician and the current Leader of Opposition in the Ugandan Parliament has shockingly lost to a 28 year old Solomon Silwany. 

Silwany polled 28,049 votes while Ogutu garnered 22,186 out of the 183 polling stations in Bukooli Central. Silwany contested on an NRM ticket. 

This is the second time Silwany was contesting for the same seat. The other independent candidate Daudi Mulengani managed 3465 of the votes cast. 

Who is Ogutu?

Phillip Wafula Oguttu (born 21 December 1952) is a Ugandan journalist and politician. He is the current Leader of Opposition in the Ugandan Parliament.

He was appointed to that position on 31 January 2014, replacing Nandala Mafabi, who served in that position from May 2011 until January 2014.

Wafula has been the Member of Parliament (MP) for Bukhooli County Central, a constituency in Bugiri District, Busoga Sub-region, Eastern Region of Uganda. He is a member of Uganda's opposition party Forum for Democratic Change (FDC).

Oguttu is also one of the co-founders of the Daily Monitor, a privately owned English-language daily newspaper in Uganda.
