Former IGP Gen Kayihura yet to seek permission from Court Martial to bury mother

Former Inspector General of Police, Gen Edward Kale Kayihura will be granted permission by the General Court Martial to attend his mother’s burial set for Saturday this week if he asks.

Maj John Bizimana the Court Martial Registrar however says they were yet to receive any request from Gen Kayihura or his legal team, following the death of Catherine Tibemanya Mukarwamo aged 92, who passed in the wee hours of Thursday morning in Mukuubo Parish, Fort Portal city.

“The ruling was very clear. Not outside Kampala or Wakiso without permission from the authority. The permission can be sought and he will be allowed to go. He can approach the CDF or chairman General court-martial,” Maj Bizimana said.  

According to the bail conditions, Gen Kayihura is not allowed to travel beyond Wakiso District because of the on-going trial in army court in which he is battling three counts. These offences include aiding and abetting the kidnapping by the commission, repatriating Rwandan exile and refugees and Ugandan citizens to Rwanda.

Gen Kayihura must seek permission from the Chairman General Court Martial, Lt Gen Andrew Gutti, Chief of Defence Forces –CDF Gen David Muhoozi or Commander in Chief –CIC President Gen Yoweri Kaguta Museveni if he needs to travel outside Kampala.

Kayihura is accused of failing to protect war material when he gave guns to an authorized civilian group Boda-boda 2010 under the leadership of now-jailed Abdallah Kitatta.
