The government of Uganda, must prove that it is not harboring Rwandan rebels and report to their Rwandan counterparts if peace is to prevail between both countries again.

This came up during the 4th Quadripartite attended by the Angolan President João Lourenço and Félix Tshisekedi of DRC at the Gatuna/Katuna border on Friday 21st February 2020.

A communique released after the closed door meeting indicates that Rwanda resurrected allegations that Ugandan government is harboring forces hostile forces. It was agreed that if proven, the Ugandan government will take all measures to stop and prevent it from happening again. 

“This action must be verified and confirmed by the Ad-Hoc Ministerial Commission for the implementation of the Memorandum of Understanding of Luanda” the communique says.

Once the above allegation is investigated, proved, fulfilled  and reported to the Heads of State, the facilitators will convene and within 15 days, a Summit in Gatuna/Katuna, for the solemn reopening of borders and subsequent normalization of the relations between the two countries.
