Rwanda demands release of Nationals held in Uganda, borders to remain closed until next Ad Hoc Commission Meeting

Rwanda has presented a list of its Nationals allegedly being held in Ugandan prisons. The list baring names of all the detainees was presented on Monday during the first Ad Hoc commission meeting in Kigali Rwanda.

In a statement released after the closed-door meeting that lasted more than 8 hours, the Ugandan delegation led by the Foreign Affairs minister Hon. Sam Kutesa committed to verify the information provided by their Rwandan counterparts and process the names through due judicial process and releasing those against whom no evidence of criminal conduct will have been found.

During the meeting, both parties also agreed that due process will be followed in dealing with each other’s citizens, reiterated their commitment to refraining from any acts of destabilization against each other and also agreed to finalize the extradition treaty in order to provide a framework for future exchange of criminal fugitives.

The meeting also agreed that both parties cease all forms of hostile propaganda in both mainstream and social media, both parties agreed that the issue of free movement of persons, goods and services across the common border and other outstanding issues shall be discussed in the next meeting and that the next meeting will be held in Kampala after 30 days to review the progress of the implementation of the Luanda MoU.

The meeting was attended by a delegation from Uganda led by Hon. Sam Kutesa and Gen. Jeje Odong, the Rwandan state minister for Foreign Affairs Olivier Nduhungirehe. The opening ceremony is also attended by the Minister of External Relations of Angola and the Deputy PM/Minister of Interior of DRC.

On 21st August 2019, President Yoweri Museveni and his Rwandan counterpart Paul Kagame signed a Memorandum of understanding to mend the relationship between the two countries. As a result, an Ad Hoc commission was formed to follow up on the commitments in the MoU.
